  1. Preheat your oven to 375°F (190°C) and line a baking sheet with parchment paper.
  2. In a mixing bowl, combine softened cream cheese, sour cream, chopped green onions, garlic powder, soy sauce, salt, and black pepper. Mix until smooth and creamy.
  3. Lay a wonton wrapper flat, spoon about 1 teaspoon of filling in the center, moisten edges with water, fold in half and seal tightly.
  4. Arrange rolls on the baking sheet in a single layer, leaving space between them. Lightly spray tops with olive oil.
